RFP: LCLGRPB-07-25 – Economic Valuation of Clean Water in the Lake Champlain Basin

The Lake Champlain – Lake George Regional Planning Board (LCLGRPB), the federally designated Economic Development District for Clinton, Essex, Hamilton, Warren, and Washington Counties of New York State, is seeking proposals from qualified firms to complete an economic analysis of the value of clean water in the Lake Champlain Basin.

The regional economy of the Lake Champlain Basin relies heavily on its natural capital—supporting drinking water, recreation, tourism, agriculture, and both industrial and municipal uses. As legislators, stakeholders, and resource managers continue discussions on restoring and protecting the lake and its watershed, there is growing interest in understanding the economic value of clean water and healthy ecosystems. The last comprehensive analysis of lake-related economic sectors was conducted in 1993 through the Lake Champlain Economic Database Project.

The LCLGRPB has secured funding through the Lake Champlain Basin Program to conduct a comprehensive economic analysis of the Lake Champlain watershed’s natural-capital-dependent sectors. This bi-state, bi-national effort will evaluate the full extent of the watershed, quantifying the economic impact and contribution of key sectors, such as tourism, agriculture, recreation, and municipal water use, to the regional economy.

Proposers may submit Proposals by mail or electronic mail only, no later than September 24, 2025 at 12:00 pm (EST). Proposals must be received by this deadline. Late proposals will not be considered.

Proposals delivered by mail require two (2) print copies of the proposal and a thumb drive with a digital version (single pdf document) of the proposal. Proposal must be received in a sealed envelope marked “Proposal Enclosed –LCLGRPB-07-25 – Economic Valuation of Clean Water in the Lake Champlain Basin” at the following mailing address:
