Housing is a key component in supporting the growth of our region’s economy and the people that live here. Access to adequate and reliable housing for the North Country’s workforce has been a long-standing issue that continues to be a challenge across the region.
Building Balanced Communities for the North Country is a comprehensive housing study and strategy that addresses the region’s housing challenges through data driven analysis and community outreach and engagement to establish the issues, quantify the need, and identify ten transformative initiatives to meet the housing needs of the region in collaborative and creative ways.

Building Balanced Communities for the North Country was funded by a grant from the Northern Border Regional Commission (NBRC) with support from participating counties.
The objective of the LCLGRPB's Workforce Housing Revolving Loan Fund is to assist in increasing the supply of attainable and quality long-term rentals by providing low-interest financing to develop new units for the region's year-round workforce.
Projects must be in Clinton, Essex, Hamilton, Warren and Washington Counties in a community with a population of less than 10,000.
Target borrowers are undercapitalized customers seeking to purchase/renovate independently owned and operated long-term rentals. A borrower is eligible for financing only when credit is not otherwise available on terms and conditions that would permit accomplishment of the borrower's project.
Eligible borrowers include for-profit companies only.
Funds are for purchase and renovation of non-occupied long-term rental units (no acquisition only loans). Projects must result in new, ready-to-rent long-term units.
